Hub Setup Issue

First time setup - I connected the Hub to power. A blue ring continuous light appear. I had to disconnect the hub from power. Light is still on. App is not able to locate the app using Bluetooth and the light is not turning off. I tried yo press the reset button as well but no luck.

When I connect the hub to power, I hear some buzzing sound from the power adapter
