Hardwired devices should reasonably be able to be modified to not stop working in cold weather

It seems obvious that a hardwired doorbell or other device should primarily derive its power from the wired source so as not to constantly and annoyingly stop working in cold weather. Is there some reason this doesn’t make sense to implement? It defeats the purpose of any security provided especially when traveling and not able to manually recharge batteries.
