Floodlight wired just blinks on and off

I had an electrician replace an old flood light with a Rng floodlight wired. Before I connected it to the Ring app, it would simply blink on and off. After connecting it to the Ring app, which was no problem, it still just blinks on and off. This happens when I turn it on and when motion is detected and it turns on. Has anyone experienced this? Should I assume that it is defective and return it?
