Ring Pro doorbell wont enter setup mode

I just moved into a new construction home that comes with a Ring Pro Doorbell. I have tried to set it up but the device just has a glowing white circel. I have followed the directions to push the button on the side to get it to go into setup mode but it does nothing. I have bounced the devices and nothing. I even tried to reset it to factory by holding down the button for 25 seconds yet it comes back up to a glow white light. I also removed it from power and put it back to no avail. What are my next steps?
