The original owner needs to remove the device from their account first.
As Brad mentioned, the original owner will first need to open the Ring App and remove it from the App. Once that happens, you’ll be able to open up the Ring App and take it through a setup.
If for whatever reason, you’re unable to get a hold of the owner, give Ring a call and see what options they have for you.
