SOLAR PANEL NOT CHARGING BATTERY

Question

I have a ring spot light running on solar power, with an installed backup battery, however I keep having to charge the battery (which is a problem because the camera is mounted really high above my garage), I thought the solar panel is supposed to charge the battery, is anyone else having this problem? and if so how do we fix it, I really don't want to return it the entire system.
